Community of Serbian Municipalities is a big scam (Danas)

The DSS Vice President and former Minister for Kosovo and Metohija Slobodan Samardzic in Danas pre-election matchup says that “the project community of Serbian municipalities is a great deception contained in the Brussels agreement.”

Why 2012 model is preferred for the voting on 16th March in Kosovo, against which then voted RIK (Republic Electoral Commission) members from SNS, DSS and SRS, and the Kosovo Serbs claimed to have received the status of “non-legalized diaspora”?

– DSS generally does not consider the “model” as desirable one. On the contrary, it finds it very suspicious when it comes to the usual democratic procedure of elections. It does not guarantee the elementary control of the election during their performance, even during the counting of votes. Apart from the three members of the electoral committee, at the polling station will not be representatives of other parties participating in the elections. The results are not counted on the spot, but in two cities outside, Vranje and Raska. Such a “procedure” allows falsification of the election results. The RIK accepted this at the request of the OSCE, but behind it certainly are SNS and SPS, because it does not suit them to have the democratic control of elections in KiM. So much for the domestic and European democracy.

Whether the Brussels agreement allows Serbia to make constitutional law on the ZSO?

– The ZSO project is a big fraud contained in the Brussels agreement. According to it, all activities associated with the establishment of the Community, including the local elections in Serbian municipalities are to be conducted according to the laws of the Albanian Kosovo. This is the result of the famous battle of Vucic and Dacic for the Serbian interests in the province. In such circumstances, a constitutional law can only recognize an independent Kosovo.

What DSS specifically is proposing as an alternative to the Brussels Treaty and the ZSO?

– Firstly you need to relieve the Constitutional Court from political pressure and allow it to make a decision on the remaining agreements in Brussels. We see no legal grounds on which the remaining arrangements would be evaluated differently than agreements on cadastre, therefore as unconstitutional. In this case, they could be further implemented as a political violence against the Constitution. Returning this issue in its constitutional and legal framework would be the start of fighting of the state for its legitimate interests in the province. Last Monday I was in Gracanica, where I was supposed to keep the debate, but police threatened with the violent disruption of the gathering. This is evidence that the south of Kosovo is in the occupation regime. Situation North of the Ibar is let’s say as a semi-occupation, to which contributed the current Serbian government. That is why I stress that we should distinguish between occupation and capitulation.

Where are, in your opinion, the southern borders of Serbia after the signing of the Brussels Treaty?

– The Brussels agreement is not a legal document, which will, I am sure, prove and the decision of the Constitutional Court. Therefore, it is not legally significant for anything, and least for change of our national borders. The borders are there where valid national and international acts determine, such as the Serbian Constitution, the UN Charter and the UN SC Resolution 1244.

What do you think of signing a legally binding agreement on comprehensive normalization of relations between Belgrade and Pristina?

– This is the last act in a series of actions of this and previous government in the recognition of Kosovo in phases. Every state would refuse even to talk about it, and not to sign it. Whatever government do it, it would mean the last treacherous act. Needless to say, it would be unconstitutional act, since by its definition it’s anti-state. Many politicians, just because of it, are talking today about the need to amend the Constitution.
