Assembly to discuss Law on Elections on |Thursday

It is expected that Law on General Elections will be put to voting on Thursday, in the next Assembly session. This was stated to RTK by the Assembly Legislation Committee Arben Gashi.

 

According to Gashi, as soon as the document is adopted in the Committee, it will be proceeded to the Assembly Presidency to put it on the agenda, but if the Presidency does not include it, that will be done in the Assembly session.

 

Decentralisation in Kosovo a failure

Without Government’s support, decentralisation is a failure. This was the conclusion of Module 1 in the educational programme ‘Local Government Academy’, organised by the Kosovo Institute for Local Government, on the occasion of a study tour to the Republic of Macedonia.

 

Analysing decentralisation process in the regional countries, Besnik Tahiri, Executive Director, highlighted that the local reform process in Bosnia-Herzegovina deriving from Dayton Agreement, the process in Kosovo deriving from the Ahtisaari Settlement Proposal, and the one in Macedonia deriving from Ohrid Agreement are in danger to fail, in case support of central government to the local government will still be lacking.

 

Tahiri presented the following prerequisites for decentralisation: coordination of central and local levels, a developed civil society, and creating a political project in which an organised political force supports decentralisation and ensures its implementation.

 

Tahiri said that presently municipalities have no resources to exercise their functions, which makes service delivery to citizens difficult.

 

Lack of legislation makes difficult resolving property issues

Experts of property issues say that the reason why Kosovo continues facing serious problems in this area is because political elites abused citizens’ property. In addition, the experts criticise justice system, as according to them, property cases are not prioritised.

 

On the other hand, Sahit Sylejmani, president of Special Chamber in the Supreme Court says that lack of an appropriate law is making their job difficult. Sylejmani added that courts are understaffed and facing backlogs.
