Pristina ignores Brussels agreement (Vecernje Novosti)

Novosti investigates: What was applied for one year from the agreement with Pristina? Barriers around the community of Serbian municipalities, integration of civilian protection and the judges is going slow.

It can be said, on the eve of the anniversary of the initialling of the “historic agreement” between Belgrade and Pristina in Brussels, that only half of the tasks are implemented, printed in 15 points, which both parties accepted. In Belgrade argue that the obligations of 19 April last year were met and it is Pristina that a lot of things did not brought to an end, or is trying to interpret them “on the ground” in their own way and perform differently.

The first six points relate to the Community of Serbian municipalities (ZSO) and the agreement has not yet been realized in that part. Remains full constitution of the Serbian municipalities in the north that are conditioned by Pristina with adjusting their statutes with the laws of Kosovo. The adoption of the ZSO statute follows, which will define the original jurisdiction of this community, as well as the transfer of powers from the central government in Pristina.

The Secretary-General of the Government and participant in the Brussels talks Veljko Odalović says, for Novosti, it is crucial that Pristina has to consent to the establishment of the ZSO, and thereby it “does not recognize” this community  as agreed in the dialogue.

– Pristina should prepare and political ground for the establishment of the ZSO, which is missing – says Odalović.

According to Novosti, until recently there was a huge delay in the flow of money from fees collected at the administrative crossings flowing into the Fund, which will be one of the sources of financing the ZSO. But it is finally resolved.

The seventh point of the agreement, dedicated to the integration of police into a single system is not fully completed. What was up to Belgrade – to eliminate duplicate incomes and make a list of members of the Ministry of Interior who would move to a unified system of policing- is completed, but not all are integrated. Challenging is the “transfer” of employees in the civil protection as their number is being challenged.

The next specified item: Integration of judges in the north, will be possible only after the finalization of the agreement, which is expected later this month, and this is going slow, as we were told, because Pristina recently came out with quotas proposal and criteria for the implementation of the agreement .

The Brussels agreement mandated the holding of local elections, the establishment of a Serbian regional commander of the police, reaching agreement on electricity and telecommunications, and the obligations can be marked as completed jobs.

And for the agreement reached much earlier on freedom of movement can hardly be said that in the practice is going “smoothly”. So the Serbs when taking driver’s licenses, ID cards or transferring cars into Kosovo license plates still face difficulties if they possess documents issued by police departments displaced from Kosovo in 1999. They undergo a series of checks, and some vehicles were taken away. In addition to that, Belgrade did not receive copies of the registers that remained in Kosovo, which Pristina has copied.
