The paper’s editor-in-chief, Arbana Xharra, gives a definition of functional illiteracy at the beginning of her column and goes on to add that under the governance of the Democratic Party of Kosovo (PDK), functional illiterates found a safe haven by being employed in the diplomatic service. Xharra doesn’t deny the fact that there are skilled people working for Kosovo’s diplomatic service but notes that they make an exception to the rule placed by Foreign Minister, Enver Hoxhaj. “Hoxhaj is making history as the biggest destroyer of Kosovar diplomacy, as an unscrupulous person who employs and promotes to diplomatic functions militants from his own party, PDK”, writes Xharra.

The most recent example of functional illiterates being appointed to diplomacy, according to Xharra, is that of the former PDK MP, Ramiz Lladrovci, who in a normal country would be investigated for the way he attained his wealth.  Lladrovci’s appointment as chargé d’affaires to Albania is a grave insult, writes Xharra urging the coalition between the Democratic League of Kosovo (LDK), Alliance for Future of Kosovo (AAK) and Initiative for Kosovo (NISMA) to protest against the appointment and undertake immediate steps against degradation of Kosovo diplomacy.

Not only should Hoxhaj’s immediate resignation be demanded but he should also be held accountable for all other scandalous appointments, notes Xharra. “It is final time to say stop to this unprofessionalism”, she concludes.
