KAF depends on the Serbian List (Gazeta Blic)

Transformation of the Kosovo Security Force into the Armed Forces of Kosovo (AFK,) will require political coordination between Pristina, Brussels and Belgrade.

This transformation cannot happen without the approval of NATO and without the required constitutional and legal changes. However, the Constitution cannot undergo changes without 80 votes of the deputies of the Kosovo Assembly and approval of the two thirds of the minorities represented at the Assembly.
Last time Serb deputies boycotted the session in order to make this transformation impossible. In 2015, the priority of Kosovo Government as well as of the international factor which contributed on building Kosovo Security Force, is its transformation on the Armed Forces of Kosovo.

Sources from the government in Pristina stressed for Tribuna newspaper that in order to ensure the required votes, a process of negotiation with the Serbian List, will be necessary. Currently, representatives of the List, always based on these sources, told officials in Pristina that they will vote as instructed by Belgrade.

The President of Kosovo, Atifete Jahjaga, stressed during her public statements that the future of the Kosovo Security Force does not have any other alternative and that the transformation represents the primary duty of the Assembly of Kosovo. “With its own defense force, Kosovo will complete consolidation of the state and it will become a contributor to the collective security of Europe,” Jahjaga said.
