Still uncertain whether army goes in package with the A/CSM (RTK2)

Despite speculations in certain media, there are still no indications that Kosovo parliament will debate at the same time about the draft law on transformation of the Kosovo Security Forces into Kosovo army and on the draft law on Association/Community of Serb municipalities.

“That is possible in technical and procedural terms. Officially, no one talked about it with us, and we’ll see how will the matter develop in future,” said MP in the Kosovo parliament form the ranks of the Serbian List, Jasmina Zivkovic.

“Serbs could take this into consideration and support the law on army, if discussion over the reinstated reserved seats in the Assembly would take place, and this would be the fair deal,” claims the MP from the ranks of the Progressive Democratic Party Nenad Rasic.

Chances for the debate over A/CSM and creation of the army of Kosovo in the same package, analysts see in different way, but they are not excluding possibility that this topic could be put in the future agenda of the parliament’s session.

“This is completely expected maneuver of Pristina institutions, considering that creation of army and A/CSM is of the same importance for them. Creation of an army is important because it would satisfy the aspiration of majority, on the other side adoption of the law on A/CSM is not in their interest in the way it suits Serb representatives in Kosovo institutions,” said Randjel Nojkic,

Analyst Albinot Maloku argues that creation of the A/CSM and Kosovo army has nothing to do with blackmails, instead it is about a compromise. “All that was discussed remains in a sort of frame of possibilities. Creation of the A/CSM and Kosovo army at some point would lead to avoiding disagreements, when it comes to votes and support in the parliament, claims Maloku.

Creation of the A/CSM is part of the Brussels Agreement, whereas creation of the Kosovo army was proposed and by the former government. Both laws require the two-third majority of non-majority communities.
