Limaj: Special Court limits the sovereignty of Kosovo

Establishment of the Special Court is expected to be finished during June.  Some MPs have said that on Thursday, the Assembly of Kosovo will vote the constitutional amendments for the establishment of Special Court.

On the other hand, Klan Kosova quoted Kosovo Prime Minister Isa Mustafa saying that the international community does not allow any changes to the draft Law on the Special Court.

Meanwhile, NISMA chairperson Fatmir Limaj, in his personal Facebook account, said that the limitation of the sovereignty reverses back Kosovo into the protectorate of 16 years ago.

Moreover, Limaj urged to stop these negotiations. ‘Yes, we are open to find ways and reliable options for addressing all the doubts highlighted in the report, but without touching the sovereignty of our state… If there is no understanding then this case shall go to the UN with the clear message that we will not vote for the limitation of the sovereignty of Kosovo’ wrote Limaj. 

Courts fail to resolve property disputes

Unresolved property disputes are often the reason of conflicts between citizens, and sometimes these disputes end up with murder.

There is large number of unsettled cases in Kosovo courts which result with citizens taking the law into their own hands. Moreover, some cases are waiting in Kosovo courts for over 15 years now.  Head of Kosovo Judicial Council (KJC) acknowledges that the failure to resolve property disputes is becoming a reason for murder.

Naim Ramizi is wandering since fifteen years in courts and has not yet achieved to use and access his property that he bought in 2000. He said that despites that he would never wished this to happen, he is considering to take the law into his own hands.

Head of Kosovo Judicial Council (KJC) Enver Peci said that the judicial system in Kosovo is being faced with the issue of property disputes. According to him unresolved property disputes, were even in the past, one of the main factors that resulted with murder.

Peci said that they don’t have an exact number of property related cases that are unsettled.

Meanwhile, the executive director of Kosovo Law Institute (IKD) Betim Musliu said that the biggest problem in Kosovo justice system is the failure to resolve cases which have been initiated by citizens.

EUR 7 million available for northern municipalities

Four municipalities in the north of Kosovo have EUR 7 million available to use if they have the readiness, KTV reports.

This amount of money has been collected by customs clearance of goods which were destined for the north and have been imported in Kosovo’s territory by the border-crossings in Jarinjë and Bërnjakë.

Minister of Finance Avdullah Hoti said that the European Union Office in Kosovo is reviewing the projects which have been submitted by the northern municipalities to be supported by this fund.

KTV asked officials of the European Union about the number of applications submitted by these municipalities and the areas for which they have applied, but the officials of the European Office did not respond.

Government of Kosovo in the budget for 2015 has planned to spend few millions of Euros in co-financing projects with the municipalities in the north.

Also, the EU has allocated 38.5 million whereas 60 millions of Euros have been allocated by Serbia for these municipalities.

Jevtic: Serbian investors will invest in Kosovo

Kosovo minister for return and communities, Dalibor Jevtic told TV21 that Serbs will receive development funds from Kosovo and Serbia, too. According to him with the establishment of the Association of Serb Majority Municipalities, Serbian investors will invest throughout Kosovo and not only in Serb municipalities.

Minister Jevtic said, in relation to the funding of Serb majority municipalities that with the constitution of the Association of Serb Majority Municipalities, Kosovo and Serbia will establish funds which will help the development and creation of conditions for normal life of Serbs.

Moreover, minister Jevtic said that Serbia will invest in Serb majority municipalities but according to him, these investments will be made in areas resided by Albanians too.
