Veseli: Draft-law on specialized chambers will be submitted to Assembly soon

Special Court was discussed at the Assembly Presidency meeting held on Monday. This issue will not be in the agenda of the next Assembly session, but this does not mean that the Presidency will not meet again to decide for this matter, Klan Kosova reported.

“Based on the discussions with the Prime Minister, the draft-law on the specialized chambers will be submitted to the Assembly soon and we will adopt them together with the constitutional amendments,” the Kosovo Assembly Speaker Kadri Veseli told journalist following the Presidency meeting.

Veseli underlined that based on situations created, he might call Presidency’s meeting again during this week.

The Supreme Court President Fejzullah Hasani also made a pronouncement about the Special Court.

“I do not want to discuss if the Special Court should be established or not. It is a different issue if it will have negative reflections. But I do not believe that it will infringe human rights as it is an international court, built based on European standards, which respect human rights and freedoms,” Hasani stated.

Zbogar: No more justifications for Special Court

The European Union Special Representative (EUSR) in Prishtinë/Pristina, Samuel Zbogar, does not see any justification for any further postponement of the establishment of the Special Court.

He underlined that constitutional amendments have already been proceeded to the Assembly and the Law is ready.

Replying to a question is further delays will damage Kosovo and if Europe has means to punish Kosovo, Zbogar said that he did not mention punishment.

“All crimes should be investigated and perpetrators should be prosecuted for all the crimes, including those committed during and after the conflict in Kosovo, not only for those stressed in the report of the Council of Europe,” Zbogar said.

Summit on the International Right and the Human Rights held

Kosovo Assembly Speaker Kadri Veseli did not sit on his permanent chair. On Monday the Supreme Court President Fejzullah Hasani took over Veseli’s chair. The governing cabinet seats were also taken by the justice system leaders. This happened because the Summit on the International Right and the Human Rights was being held at the Assembly of Kosovo premises.

Kosovo minister of justice, Hajredin Kuçi, spoke most about this topic. He said that the importance of this right is best demonstrated the case of NATO intervention in Kosovo. However, Kuçi underlined the problems of Kosovo citizens to realize their rights in institutional bodies.

Other panelists at this event rather dealt with the internal right.

“We cannot ignore the fact that there are many issues in the field of rule of law,” Supreme Court President Fejzullah Hasani underlined.

The Kosovo Judicial Council (KJC) chairperson, Enver Peci, said that local judiciary is undergoing positive changes in implementing its mission.

On the other hand, Chief State Prosecutor Aleksandër Lumezi requested safety for prosecutors in order for them to be able to be as precise as they can be in defending human rights.

Jevtic: Climbing on Orthodox Church unacceptable and scandalous

Kosovo minister of communities and return, Dalibor Jevtic, expressed his concern regarding a photography showing two persons climbing on the unfinished Orthodox Church “Christ the Saviour” in Prishtinë/Pristina.

Through a press release issued, minister Jevtic considered this action unacceptable and scandalous.

According to him, religious sites should be the places where faith will be preached, adding that these sites should be maximally protected by all standards and regulations.

“They must not be targeted by anyone or narrowed down to anything other than what they are intended and that it must be so with all religious sites, no matter the faith they belong to,” the press release conclude.
