Serbian Minister for Telecommunications Rasim Ljajic said that Serbia has made a good deal in talks with Pristina which are related to the telecommunications, because Telecom will get a license to operate in Kosovo, and calls between the citizens of Serbia and Kosovo will not be charged as international. “Therefore, we believe that we have reached a good agreement, in the given circumstances, and we expect that it will be signed as soon as the agreement on the establishment of Community of Serb municipalities will be reached,” said Ljajic.

“It is important that calls from Kosovo will not be charged as international, but as a local,” explained the minister. This means that all who live in Kosovo will dial 011 to call Belgrade, as so far, which applies also to all calls from Serbia to Kosovo.

He specified that it was agreed that an international three-digit code will be established for Kosovo, and the code will be verified in the International Telecommunication Union as a “geographic code”, with which Serbia agreed. “This was impossible to do without the consent of Serbia, because according to the principles and standards of the International Telecommunications Union the international three-digit code can have only UN member state, what Kosovo is not,” he said.

In return, Ljajic said that Telecom will get a license to operate mobile telephony, which will be valid until 2017 and will receive a license which will be valid on the entire territory of Kosovo for fixed telephony. “A Daughter Company of Telekom will be formed in Kosovo. All the property in Kosovo will belong to that new Daughter Company. This is very important because it will increase the value of Telekom before privatization,” he said.
