President Jahjaga signed two Laws related to the Special Court

President of Kosovo, Atifete Jahjaga, following a correspondence with the Constitutional Court, has signed two Laws: The Law on Specialist Chambers and the Office of Specialized Prosecutor and the Law on legal protection and financial support of the potentially accused persons in legal processes at the Specialized Chambers.

President’s spokesperson, Arbër Vllahiu, confirmed the news to KTV, saying that these laws have been signed in accordance with the Constitution and the legal deadlines.

However, the President had time only until Thursday to sign the Laws, otherwise the deadline of 8-days would expire and those two laws would be enacted automatically or would be returned to the Assembly.

Earlier this month, the opposition parties submitted the Special Court issue to the Constitutional Court requesting a procedural revision of the voting process for the constitutional amendments.

In relation to the establishment of the Special Court, the Constitutional Court of Kosovo announced that it has received a Referral submitted by 24 MPs of the Assembly of Kosovo, represented by Albulena Haxhiu.  The Referral contains a request for a review of the constitutionality of the Decision of the Assembly of 3 August 2015 adopting Amendment 24 to the Constitution.

The Constitutional Court  informed that the Referral is under consideration of the Constitutional Court and a decision will be delivered in due time, in accordance with the Constitution Kosovo, the Law on the Constitutional Court and the Rules of Procedure of the Court.

Vetëvendosje MP, Albulena Haxhiu, on behalf of the opposition parties, submitted at the Constitutional Court the request for a review of the constitutionality of the Decision of the Assembly of Kosovo to adopt Amendment 24 to the Constitution.

UN SG Ban Ki-moon appoints his Special Representative for Kosovo

United Nations Secretary-General Ban Ki-moon announced the appointment of Zahir Tanin of Afghanistan as his Special Representative and Head of the United Nations Interim Administration Mission in Kosovo (UNMIK).

Tanin succeeds Farid Zarif, who will complete his assignment on 31 August 2015.

Kostic: Gracanica/Graçanicë municipality needs more police officers

Kosovo minister of interior affairs, Skender Hyseni, within the framework of his visits to municipalities, visited today the municipality of Gracanica/Graçanicë and met with the mayor Vladeta Kostic and representatives of the Local Public Safety Committees (LPSC).

Despite the fact that the security situation in Gracanica/Graçanicë is at a satisfactory level the police should be closer to the community in order for the citizens to feel even more safe and secure.

Mayor Kostic informed minister Hyseni that the Gracanica/Graçanicë police station is overloaded and that there is an immediate need to open additional police sub-stations.

“Gracanica/Graçanicë police station lacks staff, there is a need for more police officers and police vehicles, respectively technical equipment in order for the police to cover the whole territory with its presence and to improve the security situation even more” Kostic said.

On the other hand, Minister Hyseni promised additional new vehicles for the Police, while regarding the increase of the number of police officers, Hyseni said that this request will be fulfilled later.

Gracanica/Graçanicë municipality in its territory, has three Local Public Safety Committees (LPSC) established. A suggestion addressed from LPSC to the municipality is the placement of video cameras at the entrance of Kishnicë, in order to prevent a recurrence of attacks against Serb houses.

Kostic said that the tendering procedure for purchasing the cameras is in progress and as soon as this process is completed the municipality will purchase and mount the cameras.

LPSC representatives reiterated that no one has been held accountable for the recent attacks against Serb houses in Kishnicë, while Minister Hyseni said that he does not want to interfere in the work of the police.

Rahovec/Orahovac municipal official suspected of human trafficking

The name of Slavisa Kolasinac continues to be present in the official web-page of Rahovec/Orahovac municipality as Municipal Director for Communities and Return but his name has been removed from the door of his office. His office has been closed for more than a week, namely since police arrested him.

Kolasinac is suspected of human trafficking and sexual abuse with a young person under 16 years old, Klan Kosova reports.

The mayor of Rahovec/Orahovac, Idriz Vehapi after receiving the police report, took the necessary measures. He suspended the suspected director for a period of three months.

The case has been assigned to Basic Prosecution in Gjakovë/Djakovica.

Court of Appeals drops indictment against Sami Lushtaku

Court of Appeals dismissed the Prosecution’s indictment against the mayor of Skënderaj/Srbica, Sami Lushtaku and his nephew Milazim Lushtaku about a millions of Euros tender awarded to them by Kosovo Energy Corporation (KEK). This information was confirmed to the media by Lushtaku’s lawyer, Artan Qerkini.

In this case allegedly a tender worth six million euros was given to Milazim Lushtaku, after Sami Lishtaku influenced the bidding process, KTV reported
