Technical working group on durable solutions for displaced persons from Kosovo met in Prishtinë/Pristina on Tuesday. Four working groups for priority areas, including: property rights, personal documentation, security and dialogue, will be established at this meeting.

Kosovo minister for return and communities, Dalibor Jevtic, said that: “The issue of the displaced persons must be a priority for all governments in the region”.

The technical working groups are meeting for the second time during this year in Kosovo. The participants pointed out that there are many reasons that hinder the return of displaced persons, mainly the security reasons, economic and the unsolved issue of the illegal occupation of property.

“We want to join forces, means, resources and everything necessary, with the full support of the international community, in order to enable to persons that wish to return back to Kosovo, to be able to return at the earliest time possible’, said minister Jevtic.

Representatives of the OSCE in Kosovo emphasized that this regional conference provides the space to discuss the establishment of specific cooperation mechanisms that will undertake actions to find durable solutions for those displaced from Kosovo. Whereas, the representative of the UN High Commissioner for Refugees (UNHCR) said that cooperation is crucial in order to achieve concrete results.

Head of the OSCE Mission in Kosovo, Ambassador Jean-Claude Schlumberger said that the illegal occupation of property and property claims need to be solved to enable the return process. Moreover, Ambassador Schlumberger said that personal documentation is crucial for realization of basic human rights in regards to the durable return to Kosovo.

The conference was attended also by the representatives of the Serbian Government’s Office for Kosovo, who said that the established working groups should, in the forthcoming period, find ways to collect documentations because, as they said, this presents the biggest challenges in realization of the basic rights of the displaced.

The meeting was also attended by UNHCR representatives of Serbia and Montenegro. The next meeting is scheduled to take place in late September in Montenegro.
