Belgrade asked the European Union to press Pristina in order to immediately form the Association / Community of Serb Municipalities (ZSO). Otherwise, the continuation of the dialogue will be jeopardized.  Prime Minister Aleksandar Vucic has repeated that Serbia is ready for the dialogue, but he admitted that he is tired from the negative events happening in Pristina: “Also, I’m tired from one’s silence. We will allocate the money for the ZSO in the budget for next year, which will always exist in the reserve funds for this purpose.”

Marko Djuric, head of the Serbian Government Office for Kosovo, does not know how the Brussels dialogue could be continued: “We expect the international community to exert pressure on Pristina to implement the Brussels Agreement. They in fact never intended to implement agreement on ZSO.”

The agreements which Pristina didn’t implement:

  1. Not even one part of the agreement on ZSO
  2. Out of 483 positions for the former Civil Protection employees, Pristina managed to provide only 105
  3. 120 former members of the Serbian Ministry of Interior are jobless, though they should be employed in Kosovo Police
  4. Demarcation between northern and southern Mitrovica in Brdjane area was not done, though that was condition for the solving of “Peace Park” issue
  5. Kosovo institutions didn’t answer about proposal for the recognition of diplomas  of students from Mitrovica north
