Kosovo offers no social or benefits scheme for children. For three years now the NGOs dealing with the protection of children’s rights have asked the government to review the social scheme and to put under it also the child allowances. Donjeta Kelmendi, director of the Coalition of Non-Governmental Organisations for the Protection of Children,  says the coalition has repeatedly raised this issue and has recommended to the government of Kosovo to increase the budget for social schemes and the provision of allowances for children. Kosovo government officials confirmed that this issue has not been discussed, since, according to them, it should be contributory scheme, otherwise it is too expensive for the Kosovo budget. Muhamet Gjocaj, head of the Department of Family and Social Policies in the Ministry of Labour and Social Welfare, said that children’s rights in Kosovo are protected by the Family Law.“Protection or social assistance, according to the law, is allocated to children without parental care and those with physical or mental disorders, as well as those living in families with difficult socio-economic situation or on social assistance,” Gjocaj said.
