NATO Commander at Napoli base, Admiral James Foggo, said transformation of the Kosovo Security Force into Kosovo’s Armed Forces cannot be done by NATO but only through constitutional reforms which require two thirds of the votes of the Assembly of Kosovo. During a lecture at the AAB University in Pristina, Foggo also said that only the government of Kosovo can open the Iber Bridge in Mitrovica.
