Genoveva Cervenakova, a spokeswoman for the Bulgarian presidency of the European Union, said because of the five non-recognizing EU member states, Kosovo will participate at the upcoming EU Summit on Western Balkans in Sofia as status neutral. The five non-recognizing member states refused to attend the summit citing the participation of Kosovo’s representatives and the Bulgarian presidency is now negotiating a solution. “We are well aware of the importance of the position of the non-recognizing countries vis-à-vis Kosovo and we are working closely with them on finding a solution,” Cervenakova said.
