Democratic League of Kosovo (MP) Vjosa Osmani said today that EU High Representative Federica Mogherini told Kosovo MPs in 2016 that the Association/Community of Serb-majority municipalities should be formed in accordance with the ruling of the Constitutional Court of Kosovo, but that the EU Council said yesterday that this should be done based on the 2013 and 2015 agreements in Brussels. Osmani argued in a Facebook post: “Can someone from the EU explain this? They are now asking us to ignore the ruling of the Constitutional Court which concluded that the statute of the Association cannot be drafted according to the 25 August agreement because it violates a series of constitutional provisions … Yesterday’s request for the statute to be drafted according to the August 2015 agreement can be interpreted as a request to change the Constitution of Kosovo.”
