The inhabitants of Kosovo with Kosovo passports can travel through border crossings in Serbia to Croatia, Hungary, Bulgaria and Macedonia, including the airport in Nis (Nikola Tesla); and they can use the airport since 22 September, it was announced by the office of Deputy Kosovo Prime Minister, Edita Tahiri. This agreement came into force day after the Kosovo and Serbian delegation in Brussels reached an agreement on visits of Kosovo and Serbian officials to be arranged from December 1 through the liaison officers in Belgrade and Pristina, instead through the intervention of EULEX.

"Decree on the particular mode of recognition of higher education documents and evaluation of study programs of universities in the Autonomous Province of Kosovo and Metohija, which do not perform the activity according to the regulations of the Republic of Serbia (Official Gazette of RS, No. 16/12), is not in compliance with the Constitution and law," reads the latest Official Gazette of the Republic of Serbia.

Government Office for Kosovo Director Marko Đurić and Finnish Ambassador Pekka Orpana agreed Wednesday the Belgrade-Priština dialogue "needs to continue"

 It should "facilitate the normalization of relations and help improve the quality of life of the citizens in Kosovo and Metohija," the office said in a statement.

"Brussels Agreement laid the foundation for the seizure of Kosovo and Metohija from the state of Serbia, and at the same time is one of the main foundations for creating a Greater Albania," believes provincial Committee of DSS (Democratic Party of Serbia).

BELGRADE -- The discrepancy between the foreign policies of Serbia and the EU will not slow down the EU integration process and opening of the first chapters.

This is according to Tanja Miščević, head of Serbia's negotiating team in the EU accession talks.

"At this stage of our preparation for the opening of negotiating chapters, it is clear that the condition is to implement everything that has been agreed by the Brussels agreement," Miščević told the Belgrade daily Danas.

Adoption of the Constitutional Law on Kosovo will most likely be on the agenda after Belgrade and Pristina resolve key outstanding issues, because that regulation will reflect the agreements reached in Brussels. The question, however, is whether the content will impact the possible change of the Preamble of the Constitution, according to which the province is defined as "substantial autonomy" within Serbia.

BELGRADE - Head of the EU Delegation to Serbia Michael Davenport said on Wednesday the EU expected full implementation of the Brussels agreement in the next year and a new momentum to the political talks between Belgrade and Pristina to come as soon as possible in order to achieve further progress in the normalisation of their relations.

Significant effort has been invested to achieve the goal defined by the European Council as comperhensive normalisation, he told a news conference after the European Commission had presented its report on Serbia's progress.

On September 4, in Brussels will be continued dialogue between Pristina and Belgrade on integrated border management. Political analyst Dusan Janjic believes that Belgrade and Pristina will have series of meetings, whose results will directly affect the European future of both sides.

From the European Union request that before the inter-governmental conference takes place on opening negotiating chapters with Serbia, additional work is invested in the implementation of the Brussels Agreement.
