Maric: No subsitute for the Brussels dialogue (RTS)

The upcoming round of talks in Brussels should result in the statute on the establishment of A/CSM. Ljubomir Maric coordinator of the team for establishing the Association/ Community of Serb Municipalities (A/CSM) said that there is no substitute for dialogue. "The two sides pledged to implement agreements resulting from the dialogue and so far we have seen that the Serbian government has implemented everything that was agreed.

"Statute of the Association / Community of Serb municipalities (A/CSM) will not satisfy the interests of the Kosovo Serbs, but this will be a great success for Belgrade's policy towards Kosovo," said MP of the Serbian List in the Kosovo parliament Nenad Rasic. He added that the A/CSM is more a political issue than one that will have an impact on the life of the Kosovo Serbs. Rasic believes that there is little chance that the Serbian List will be united in the next elections.

Belgrade will not negotiate A/CSM again (Politika)

The media in Pristina are giving contradictory evaluations concerning the position of the Constitutional Court and in regards to the Association / Community of Serb Municipalities (A/CSM). Minister for Communities and Returns in Kosovo government Dalibor Jevtic has said that in diplomatic circles in Pristina could be heard opposed speculations. “However, from recently could be also heard that Constitutional Court will decide that one part of the Agreement on A/CSM is in accordance with the Constitution, while the other part is not and requires changes.

We expect that Constitutional Court will confirm the constitutionality of the Agreement on A/CSM (RTK2)

Kosovo Deputy Prime Minister Branimir Stojanovic said in an interview for RTK2 that his expectations are that decision on Association / Community of Serb municipalities (A/CSM) will be brought as soon as possible. Stojanović expects that the Constitutional Court of Kosovo will confirm that an agreement on the formation of the A/CSM is in accordance with the Kosovo Constitution. In opposite situation, the Brussels led dialogue between Kosovo and Serbia could be jeopardized.

The report deals with the issues related to the respect for human rights, rule of law, the position of minorities in Kosovo and democracy.

Hasani: A/CSM can have its own constitution (KoSSev)

“If we look at the original version of the Agreement on the Association/Community of Serb majority municipalities (A/CSM), which would be considered as the relevant one in case of any dispute,  it provides that the A/CSM will have a constituent assembly, which stipulates implicitly that it could act out of the constitutional and legal framework of Kosovo and could have, in the end, its own constitution,” said former president of the Kosovo Constitutional Court, Enver Hasani in a TV show ‘Slobodno srpski’ (Talk free in Serbian).
