Community of Serbian municipalities (ZSO) in northern Kosovo will be constituted in the next month, regardless of opposition and obstructions from Pristina.
The first step has already been made. On Wednesday night four municipal assemblies have adopted statutes. In Kosovska Mitrovica, after the eight-hour long session, a statute was passed in the “one minute to 12,” and two-thirds majority was ensured thanks to the votes of representatives from Bosniak parties, while the Albanian deputies voted against.
As we found out, next week the management team should submit a draft statute of ZSO to the councilors. They will remark the text of the statute, after which will follow adoption, and finally the establishment of association.
Pristina has already sent a message that the content of the statute as unacceptable and requested the amending and change of the text. Officials from the North say that it will not happen. “Pristina is bothered by the fact that nowhere in the text is mentioned the word “republic”. We found a compromise solution for the stamp that says “Kosovo in accordance with UNSC Resolution 1244,” in the second line is the name of the municipality, and in the middle is the coat of arms,” says Goran Rakic, mayor of Kosovska Mitrovica .
Edita Tahiri, said that the Pristina will consider local governments as illegal “if the municipality does not comply the laws and statutes with the Kosovo Constitution.” Rakic replied that Pristina cannot affect the work of the Assembly, because they are independent bodies.
President of the interim body of Kosovska Mitrovica, Aleksandar Spirić tells us that the statutes of municipalities in north are identical when it comes to the status of neutrality: “Resolution 1244 is the only legal document to which we bind.” Spirić explains that the statute of Kosovska Mitrovica defined and cadastral zone of northern Mitrovica, which includes the village Suvi Do with the villages Gornji and Donji Suvi Do.
They recognize only KFOR
Brussels did not react to the possibility that Belgrade propose annex of Brussels Agreement, according to which the Kosovo security forces in the north, as well as police, would reflect the ethnic composition and that Serbs in their formation have their regional commander. Rakic said that Serbs in north recognize only the presence of one armed force in the territory – KFOR .
