Draft agreement between Kosovo, EU on EULEX transformation (Publiku)

Based on information secured by Publiku.net, over 90 percent of proposals presented by the Kosovo side in the draft request addressed to European Union institutions have already been agreed upon. According to the draft agreement, EULEX will be called EULEX Kosovo and, as of 15 April, will not take on new criminal cases.

EULEX Kosovo is set to be fully integrated in rule of law institutions and will assist in implementing issues agreed in the dialogue between Kosovo and Serbia. EULEX Kosovo will also be entitled to propose and appoint judges and prosecutors following endorsements from relevant Kosovo authorities, while the EU Special Representative will have the final say on the following posts: three members of the Kosovo Property Agency board; two members of the Kosovo Property Claims Commission; and three members of the Kosovo Property Verification and Adjudication Commission.

“EULEX Kosovo police will continue to serve in accordance with Kosovo laws and closely coordinate and consult with the Kosovo police general director,” the document reads.
