Ellis: Special court not against the state of Kosovo (Telegrafi)

“The special court has to do with individual responsibility and there will be criminal proceedings against individuals that have committed crimes,” Mark Ellis, executive director of the International Bar Association, said in an interview for Radio Free Europe. “Despite exceptional progress achieved in Kosovo, there is a general assessment that the judicial system is still frail and that it is probably best to set up a specialized court that will look into specific issues. We know there is sufficient evidence for the court to address such cases. I think this is a positive step for Kosovo and I applaud Kosovo in this respect. This goes in line with the obligations that Kosovo has and it will be seen positively in the international arena.”
