LDK-AAK-Nisma bloc leaders criticize Jahjaga’s approach

Establishment of Kosovo institutions might take longer than it was expected. After requests for interpretation of the Constitution by the President and PDK, now LDK-AAK-Nisma bloc is thinking to address a request to the Constitutional Court. Leaders of this bloc criticized President Jahjaga’s approach toward nomination of mandated person that should form the Government.

“We may ask the Constitutional Court if the President has acted rightfully given that she has not exercised her right to nominate the designate Prime Minister after the Assembly constitutive session. The President is maybe violating the Constitution,” Ramush Haradinaj stated.

LDK MP Vjosa Osmani said that draft with responses of LDK-AAK-Nisma coalition MPs regarding the request for Constitutional Court was prepared.

Leaders of LDK-AAK-Nisma bloc still believe that they can reach an agreement with Vetëvendosje.

Jahjaga calls on parties to refrain from political pressure

In a reaction, Kosovo President Atifete Jahjaga called on everyone not to put pressure on her. She called on all parties to refrain from political pressure.

Office of the President underlines that candidate for Prime Minister will be nominated through respecting the constitutionality and legality, as well as based on Constitutional Court’s decision on assessment of compliance of Article 84, section 14 and Article 95, and in line with procedures stipulated by the Constitution,” reads the reaction of President Jahjaga’s Office.

Her Office emphasizes the fact that Constitutional Court’s decisions are binding for all country institutions, and that it will fully implement them.

Jacobson calls on leaders to wait for Court’s decision

US Ambassador in Kosovo Tracey Ann Jacobson called on parties to wait for Constitutional Court’s decision.

“We should look at the whole picture of what happened. First of all, we had very successful elections in Kosovo, and then we had a request from the President where she asked for Constitutional Court’s clarification about appointment of the PM designate to form the Government, while now we have an additional question for the Constitutional Court. We have to wait for conclusion of all of this. I think that this is a normal in a new democracy,” Jacobson said in an interview with Kosovo public broadcaster – RTK.

“I would like to call on all the institutions, political leaders to demonstrate that they respect rule of law and they have the same pledge for the Constitution and the same vision they showed with the successful elections, while we are moving toward establishment of the Government and Assembly. I think that the first step is to wait for Constitutional Court’s decision and then see what steps should be taken,” Jacobson said.

Tahiri: Concrete plan for barricades and squares agreed

With European Union’s mediation, Kosovo and Serbia delegations discussed the issue of barricades and squares in Mitrovica/Mitrovicë north. It seems that the parties have already agreed about a concrete plan on how to address this issue.

In a direct telephone conversation with RTK1, Acting Deputy Prime Minister Edita Tahiri said that Tuesday’s talks have resulted with tangible progress.

“The main progress is that the European Union has taken over the responsibility to revitalize Ibër River Bridge which at the same time shall mean removal of all barricades, removal of the so-called ‘Peace Park’ as well as all other hurdles around the bridge that were recently placed. The EU has also pledged to financially support this project. The entire project will be implemented according to Kosovo laws and the Brussels Agreement,” Tahiri underlined.

Tahiri said that EU is expected to give initial assessment on the situation at the bridge at the beginning of September, while after this assessment the Ibër River Bridge will be revitalized and it will enable free movement of people and goods.

Meanwhile, according to a press release issued by the Office of Baroness Ashton, the Working Groups agreed to continue working in a joint way forward in the coming weeks.

As a first step the Working Groups agreed to the EU Office/EUSR contracting a technical assessment of the condition of the Mitrovicë/Mitrovica Bridge.

“We urged all sides to continue to refrain from any action which is not agreed with the other side on Mitrovicë/Mitrovica main bridge and the other bridges,” reads an EU press statement, KTV reported.

In the meantime, Head of the Serbian Office for Kosovo Marko Djuric told Serbian media that the parties have agreed that ‘Peace Park’ shall remain, and that nothing should happen in the Ibër River Bridge, or around it, while talks continue and visual assessment of bridge’s situation is done, Klan Kosova reported.

Pack: Kosovo needs a powerful government

Situation in Kosovo has incited reactions at the European Parliament, as well. German EUMP Doris Pack said that Kosovo parliamentary parties should agree between them and create a powerful government, to, as she said, to easier face the problem in the north and continuation of dialogue with Belgrade.

In an interview with Radio Dukagjini Pack said that it is completely normal to enter new elections in case parties do not find a solution regarding the coalition. She said that Kosovo currently needs a stable government.
