Community / Association of Serbian Municipalities (ZSO)
– The agreement removes obstacles to the establishment of the ZSO as an institutional mechanism which guarantees the protection of rights as well as economic and overall strengthening of the Serbian people in Kosovo.
– Removed the possibility of arbitrary influence of Pristina on the formation, the existence or abolition of the ZSO, and a decision on these issues has remained directly in the hands of the Serbian people.
– A reliable framework has been set, in which the ZSO will realize its tasks and responsibilities, particularly in the areas of health, education, economic development and regional planning.
– The ZSO will represent the interests of all Serbian municipalities and Serbian population of Kosovo, not only in Kosovo but also abroad.
– The ZSO will have the Assembly, which will adopt the Statute and any amendments to it and make all the necessary administrative decisions.
– The ZSO will have a president who will represent the ZSO not just in front of the Kosovo institutions, but also abroad.
– The Council of the ZSO will consist of 30 members from the ranks of the most prominent political representatives of the Serbian people and the Serbian Orthodox Church in Kosovo.
– The Council, with the help of the administration of the Community, will be responsible for the successful implementation of daily tasks.
– Employees in the administration of the Community shall enjoy the status as other employees in public institutions.
– The Community shall be exempt from taxes and other similar charges, as well as of customs duties paid on goods purchased for the purpose of its functioning.
– The right of the ZSO was recognized to be directly financed by the Republic of Serbia.
Telecommunications
– For the first time since 1999, Telekom will be enabled to smoothly function and run business operations in the territory of Kosovo in the field of fixed and mobile telephony.
– Citizens will be able to call numbers in Kosovo at the price of local calls without dialling the area code.
– The Republic of Serbia will cede to use the Pristina side the three-digit area code for a geographic area, with specified indication on Kosovo’s neutral status with an asterisk and a footnote in the documents of the International Telecommunication Union.
Bridge in Mitrovica
– Urgently reach a solution on the delimitation of cadastral zones in Brdjani.
– Street King Petar in the northern part of Mitrovica will be closed for traffic and turned into a pedestrian zone.
– The agreement will be implemented in phases, and on October 15 the bridge will be completely closed and fenced due to the preparation of construction works with implementation that will start in spring 2016.
– In assessing the fulfilment of the security conditions for the opening of the bridge, a key role will have the mayors of North and South Mitrovica.
Energetics
– The implementation of the Agreement on Energy was agreed, which allows the smooth functioning of the firms owned by EPS in the north of Kosovo.
– This agreement does not change anything for our citizens who live in northern Kosovo, except that preconditions were made for a certain situation in the supply of electric power.
– Two companies owned by EPS will be formed, of which one will be involved in the trade, and the second in electricity supply on the territory of four Serbian municipalities in northern Kosovo.
– The issue of property in any way is not the scope of this Agreement and the EPS ownership of the electricity infrastructure and resources was not brought into question.
– All jobs of employees in the energy sector, in the territory of Kosovo, remain preserved.
