The paper quotes political analyst, Behxhet Shala, and security expert, Kadri Kastrati, as saying that for the time being it is impossible to transform the Kosovo Security Force (KSF) into the Armed Forces through constitutional amendments, because it is very difficult to convince the Serb MPs to vote in favor of the amendments. They further argued that the KSF’s mandate can be changed through a law but that internationals are reportedly not in favor of this. Shala said: “It is clear that the transformation of the KSF is waiting for the conclusion of talks with Serbia. Serbia is trying to win as much as it can, and it has managed to link the KSF transformation with the issue of the Association/Community of Serb-majority municipalities. For the time being, it is impossible to amend the constitution for transforming the KSF without the approval of the Serb community. For now, Serbs will under no circumstance approve of the transformation. As long as these talks don’t have a clear status, the KSF will not be transformed into an army”.
