Kosovo officials are adamant that the Association/Community of Serb-majority municipalities will be in accordance with Kosovo’s laws and constitution. The Association was discussed at the latest meeting between Kosovo and Serbia Prime Ministers in Brussels, but no agreement was reached. Serbian government officials insist that the Association will have executive competencies and will be more than a non-governmental organization, while Kosovo officials argue that it will be created based on Kosovo’s laws.

In an interview for the media, Thomas Yazdgerdi, the US State Department Director of the Office of South Central European Affairs, said he was disappointed with the Kosovo Assembly’s failure to adopt the special court. Yazdgerdi said that although it is a difficult matter, the Kosovo government should resend the issue to the Assembly and that MPs need to vote in favour of the special court. “As friends of Kosovo, the United States of America are disappointed that the Kosovo Assembly did not adopt the creation of the special court.

Members of the Kosovo Bosniak community have asked for the opening of an economy department in Bosnian language with the “Ukshin Hoti” University in Prizren. The request was initiated by Bosniak MPs, Duda Balje and Cerim Bajrami. The two MPs said their request was already supported by Education Minister Arsim Bajrami.

The news site reports that members of the Medical Clinic of the United Nations Mission in Kosovo (UNMIK) donated the second part of a donation to the Pristina Hospital on Thursday. The donation was accepted by a committee appointed by the Pristina Hospital general director. The medical equipment will be used for the needs of patients treated at Pristina Hospital and in other units of Kosovo’s University Clinical Service.

The representatives of opposition parties have walked out of the meeting of the Kosovo Assembly Presidency when Assembly Speaker Kadri Veseli opened the topic of the special court. Vetevendosje’s Glauk Konjufca, who is a member of the Assembly Presidency, told reporters that they walked out of the meeting because of discussions on the constitutional amendments that make way to the establishment of the special court. Konjufca said that Speaker Veseli asked the presidency that the special court should be discussed at a plenary session on Friday.

Kosovo Assembly Speaker Kadri Veseli told reporters in Pristina today that the Assembly will discuss the constitutional amendments related to the special court on Friday. The Assembly will hold plenary sessions on Thursday and Friday. The special court, which is expected to address war crimes allegations in Kosovo, will be the only topic of Friday’s session. Kosovapress quotes Veseli as saying, “No one is going to threaten Kosovo’s sovereignty. It is important that we maintain our partnership with the international community”.

The representatives of the KLA War Associations said in a press conference today that they will protest on Wednesday in Pristina against the establishment of the special court. Xhavit Jashari called on the members of the Kosovo Assembly not to vote in favor of the special court. He said Wednesday’s protest will oppose the injustice toward former KLA members and added that the special court will be a continuation of UNMIK and EULEX. According to Jashari, the special court will try to stain the fight of the KLA and will violate Kosovo’s sovereignty.

The constitutional amendments that pave the way to the establishment of the special court will not be sent to the Kosovo Assembly this week. The Assembly Presidency met today in Pristina to determine the agenda of the parliamentary session on Thursday and the constitutional amendments on the special court were reportedly not included. On Thursday, the MPs are expected to debate with Principal Deputy Prime Minister and Foreign Minister Hashim Thaci, on the border demarcation with Montenegro.

Kosovo’s security institutions have received information that people close to Lavdrim Muhaxheri, the leader of Albanians fighting for ISIS, have ordered their people in Kosovo and the Former Yugoslav Republic of Macedonia to carry out terror attacks in Pristina and Skopje. The news site claims to possess the communication between top security officials in Kosovo ordering the Kosovo Police to undertake all necessary measures to respond to such threats.

The German Chancellor, Angela Merkel, believes that Kosovo’s membership of the United Nations would be a sustainable solution between Belgrade and Pristina. Serbian media have reported that during her visit to Belgrade, Merkel will ask Serbian government officials not to impede Kosovo’s UN membership. Berlin’s position is that if Serbia doesn’t obstruct Kosovo’s path toward UN membership, this would not mean that Serbia is recognizing Kosovo’s independence.
