Vetevendosje’s Glauk Konjufca said during today’s constitutive session of the Assembly that PAN is intentionally boycotting the sessions because it does not have enough votes to elect speaker. “They don’t have the numbers. They don’t want to be in the opposition. We are tired of hearing them say they’re election winners and have the votes. If these are true then why is PAN not in the Assembly”, Konjufca said.

The UN Secretary-General, Antonio Guterres, said Belgrade-Pristina dialogue is facing serious challenges and that no sufficient progress has been made, including with regards to the establishment of Association/Community of Serb-majority municipalities. He also called on the two parties to revive the process. UN SG made the remarks in his regular quarterly report on activities of UNMIK and the situation in Kosovo, covering the period between 16 April and 15 July.

Outgoing Prime Minister of Kosovo, Isa Mustafa, announced the names of four new ministers set to replace the ones elected to the Kosovo Assembly. Avdullah Hoti will be replaced by his deputy Agim Krasniqi to the post of Finance Minister; Vlora Dumoshi will replace Kujtim Shala as the new Minister of Culture, Youth and Sports;  Lutfi Zharku is being replaced to the post of Minister of Infrastructure by Hanefi Muharremi; and Safet Kamberi will replace Arban Abrashi as Minister of Labour and Social Welfare.

Excavations are underway in the village of Gllareva, Klina municipality, in an effort to determine the identity of human remains buried at the site. Kosovapress reports that forensic teams have already exhumed one body believed to be a victim of the 1998-1999 conflict in Kosovo. According to Prenk Gjetaj, head of Kosovo government’s commission on missing persons, the exhumed body is fully clothed and was buried in an unmarked grave.

Minister of Economic Development, Blerand Stavileci, said there is no room for panic with regards to concerns over Kosovo’s energy supply. Stavileci said relevant institutions have undertaken all necessary actions to ensure electricity supply.

Minister of Environment and Spatial Planning, Ferat Shala, said his ministry is implementing the law on expropriation but until its full implementation, the Kosovo Energy Corporation (KEK) should negotiate with residents on some provisional settlement.

Kosovo’s Minister for Dialogue, Edita Tahiri, has sent a report to European Union authorities on the process of implementation of agreements reached in the framework of normalization of relations dialogue between Kosovo and Serbia.

Supreme Allied Commander Europe of NATO Allied Command Operations, General Curtis M. Scaparrotti, is expected to visit the Kosovo Security Force (KSF) tomorrow and meet Commander Rrahman Rama.

Yesterday, the U.S. General met in Belgrade Serbian President Aleksandar Vucic and expressed NATO’s concern over the idea of transforming KSF into a Kosovo army without constitutional changes.

Leader of the Democratic League of Kosovo (LDK), Isa Mustafa, said he does not plan to attend a meeting with the leader of the Alliance for the Future of Kosovo (AAK), Ramush Haradinaj. Mustafa said the LDK would not enter any type of coalition with the Democratic Party of Kosovo (PDK). Instead, Mustafa said they will wait for PAN coalition and its candidate for prime minister Haradinaj to try to form the new government.
