Brussels’ accord, historical or damaging for Kosovo? (IBNA)

It’s been two years since the signing of the Agreement for the Normalization of Relations between Kosovo and Serbia.
The accord was signed on April 19, 2013 in Brussels by the prime ministers of Kosovo and Serbia, Hashim Thaci and Ivica Dacic, with the brokerage of the EU head of for foreign affairs, Catherine Ashton. The text contains 15 points.

Berlin’s conditions for opening of the chapter 35 (Politika)

It could be heard, unofficially, that the reason behind the Serbian Foreign Minister Ivica Dacic’s anger with regard to new conditions set to Serbia related to its pre-accession talks with the EU is that European Union High Representative for Foreign Affairs and Security Policy, Federica Mogherini, during her recent visit to Belgrade actually presented Germany’s conditions as additional ones for opening the chapter 35, which refers to Kosovo.

Brussels will slow down the Serbia’s progress on the road to the EU with the new conditions, regardless of Serbia’s tangible progress, so that all Balkan countries could be admitted “as a package”, was confirmed for Novosti from several informal diplomatic sources. Because of this informal strategy Belgrade is faced with the additional conditions and above all with the famous 11 Berlin’s conditions.

Foreign Minister Ivica Dacic on Wednesday said that Serbia insists that the conditions for the start of its EU accession negotiations "must be clarified."

"We are not saying we will be conducting a war with the European Union, but we need to make things clear. We are not powerful, but we cannot applaud either," the Serbian minister remarked during a news conference held in Belgrade with his Zambian counterpart.

Asked about his previous statement that Serbia does not accept new conditions in order to open first EU membership negotiations chapters, Dacic replied:

11 Berlin conditions are mandatory for EU integration process (Vecernje Novosti)

Beside  full implementation of the Brussels Agreement, Serbia will have to fulfill 11 German conditions, in order to open the first negotiation chapters with the European Union. Serbian Foreign Minister Ivica Dacic confirmed these speculations, which informal diplomatic sources are claiming for months.

“We are not clear which the conditions for continuation of integration are. In order to open the chapters, in addition to the implementation of the Brussels Agreement appeared 11 German conditions, among which some like removal of the Peace Park are not part of the Agreement.”
