Brussels has sent Vucic via diplomatic channels "an indecent proposal," i.e., blackmail: continue the dialogue with Pristina in exchange for new chapters, however Belgrade will not accept it, Belgrade-based media report. As the Belgrade media further reported, Brussels diplomatic channels put pressure on Belgrade in order to make it play "by the rules dictated by Pristina".

“Belgrade expects the European Commission to exercise pressure upon Pristina institutions in order to lift taxes increased by 10 percent on Serbian goods,” Serbian Minister of Trade, Tourism and Telecommunications, Rasim Ljajic said, KIM Radio reports. Alternative to it, would be that Kosovo leaves the CEFTA agreement, Ljajic added. He stressed “it would not be Serbia’s failure, but rather the failure of the European Union, that through the Berlin Process promoted as one of the main goals establishment of a common economic zone in the Western Balkans.”

Austrian Chancellor Sebastian Kurz has invited Western Balkans prime ministers for a working meeting on Monday, November 19, in Vienna. The talks will be attended by the prime ministers of Albania, Macedonia, Montenegro, the chairman of the Council of Ministers of Bosnia-Herzegovina, and the prime minister of the interim institutions in Pristina.

The Belgrade daily Blic claims that the US and the most influential European countries are concerned already about the co-operation and contacts held by top officials of Moscow and representatives of Pristina authorities.

Blic says that more diplomatic sources confirmed that all presidents of influential Western countries ask about this newly built relationship within the EU institutions.

Serbian President Aleksandar Vucic told BETA news agency "the dialogue with Kosovo" will continue when Pristina "accepts to acts in a civilized manner and in accordance with the rules." In a statement to reporters, Vucic added that "Serbia wants dialogue and is not blackmailing anyone with the possible opening of new (EU membership) negotiating chapters." European Union insists that normalization of Belgrade-Pristina relations happens within a year, before the end of EU High Representative Federica Mogherini mandate, but there should be no rush with a solution, the Serbian Assembly Committee for Kosovo and Metohija Chairperson, Milovan Drecun told RTS. The European Union will do everything in order that an agreement is reached next year on the overall normalization of Belgrade-Pristina relations, Belgrade-based news agency Tanjug reports, citing diplomatic sources in Brussels.

"We will do everything in the year that has remained to achieve a comprehensive normalization of relations, but we are not the only ones of whom this depends," diplomatic sources in Brussels told Tanjug.

Prime Minister Ana Brnabic participated late on Monday in the "Serbia in the EU" European Forum held at the Konrad Adenauer Foundation in Berlin.

According to the Serbian government, Brnabic told the gathering that her country's strategic commitment is membership in the EU, whereas maintaining stability and developing regional cooperation of essential importance for the country.
