The government of Kosovo has decided to send the report of the Commission for demarcation of the border with Montenegro, as well as the agreement signed in 2005 to be proceeded at the Assembly. All members of the government voted for except for one abstention.
Prime Minister Haradinaj said the practice of the reporting at the government is not usual and that they made an exception for this commission.
The Prime Minister of Kosovo Ramush Haradinaj said today during the meeting of the government of Kosovo that head of the Commission for border demarcation has informed him on Thursday that the commission’s report with its findings is ready.
“I proposed to him to come at one of the future meetings of the government. Most certainly the conclusion will be for the government to proceed the agreement to the Assembly. To proceed the findings of the report to the Assembly.
The government of Kosovo and PM Ramush Haradinaj do not withdraw from their pretentions to prove that the agreement on the border demarcation with Montenegro, signed in August 2015, was wrong.
The government did not shake even after the “scolds” of the President Hashim Thaci, the European Union and lately, the U.S. Embassy in Pristina.
Head of the State Commission for Demarcation and Maintenance of the State Border, Shpejtim Bulliqi, reported today to the Assembly Commission for European Integration, on the findings on demarcation of the border with Montenegro.
Members of this Commission stressed that the previous commission did an unprofessional job and that they were not transparent.
The announcement of the government that demarcation of the border with Montenegro might end up at the Permanent Court of Arbitration, has not shaken the position of the European Commission. Officials of the EU institutions who assesses fulfillment of the criteria for visa liberalization, mentioned the two remaining criteria as inseparable.
The outgoing European Parliament rapportuer for Kosovo, Ulrike Lunacek, said in Pristina that the EU would not recognise a new border demarcation agreement between Kosovo and Montenegro and called on the Kosovo Assembly to ratify the current agreement and pave way for visa lbieralisation. “I know the prime minister has appointed a new commission but the ball is now on the Kosovo Assembly’s side. You need to use this opportunity because this door can close on you. You need to act now,” Lunacek said.
Prime Minister of Kosovo, Ramush Haradinaj, said today at the meeting of the Council for implementation of government strategy on cooperation with the civil society that if Kosovo does its homework and makes quick progress on implementation of the Stabilisation and Association Agreement (SAA), it could gain EU candidate status as well as visa liberalisation. “Implementation of SAA is the matter that brings visa liberalisation. We know liberalisation is also connected to border demarcation with Montenegro.
The Prime Minister of Kosovo, Ramush Haradinaj, said on Tuesday to Kosovo legislators that the issue of the demarcation of the border with Montenegro might be delayed. He reiterated that the border between Kosovo and Montenegro is at Cakor and Kulla. According to Haradinaj, liberalization of visas is a matter which relates to the matter of reforms on law and order, approach to corruption, as well as 22 actions on administrative issues deriving from the SAA reforming agenda.
The government of Kosovo has authorized its commission to review the border demarcation agreement with Montenegro. Prime Minister Ramush Haradinaj said the commission should conclude its review “in optimal time” and present its findings.
In an attempt to convince neighbouring Montenegro to review the controversial border deal, Kosovo's Foreign Minister has visited Podgorica – but without apparent results, as yet.
Despite the visit to Montenegro of Kosovo's new Foreign Minister, Behgjet Pacolli, on Tuesday, the deadlock between the two countries over their border demarcation agreement – which Kosovo MPs still have not ratified – remains unresolved.
