Representatives of all parliamentary parties will gather today to agree on the mode of action group which was established in order to reform the political system, which should lead to changes in the Constitution of Republic of Serbia.

Official Belgrade argues that creation of the Kosovo army can’t be linked with creation of the Association/Community of Serb municipalities. One of the options would be an agreement on the regional command for the north.

We have clearly sent a message that we are for further progress in the normalization of relations between Belgrade and Pristina, and without the establishment of the Association/Community of Serbian municipalities (ZSO) progress is not possible, said Marko Djuric, Director of the Office of the Government of Serbia for Kosovo and Metohija.

Brussels is preparing a new list of the requests for Serbia in regards to Kosovo and Metohija, but also in regards to the relation with Moscow and Republika Srpska. The list could be soon presented as a condition for opening the Chapter 31 on foreign and security policy, learned Vecernje Novosti.

Serbian National Party (SNP) stated that Serbian delegation in the Brussels talks should request from the EU mediator to finally put on the agenda of the talks the issue of the state and citizens property.

As Albanians always and over again request the fulfilment of the certain criteria for the each round of the talks, the Serbian side should as well set an ultimatum. Or they will talk about that what the West understand the best, which is the property, or talks according to the principle “two against one” will be terminated, stated SNP officials.

Berlin has defined requests in order to approve next step until the end of the year in Serbia’s integration. Certain shift is needed in the area of energy and creation of the Association/Community of Serb municipalities.

Official Berlin is ready to unblock the negotiations between Serbia and the EU and to give green light in December for the opening first chapters, learned Novosti.

Even if the citizens of Serbia would decidein referendum to possibly change the preamble of the Constitution the territorial integrity of country would not be jeopardized, claim the members of the Serbian Progressive Party (SNS). However, they explained that change of the preamble is not a priority in the upcoming comprehensive reform of the political system.

Director of the Serbian government's Office for Kosovo-Metohija Marko Djuric said after the talks with Pristina's delegation in Brussels that no agreement on energy was reached, as Pristina refused to meet the obligations assumed earlier.

"Pristina did not accept for the community of Serb municipalities and the Electric Power Industry of Serbia to establish a new company that would deal with distribution of electricity in the north of Kosovo-Metohija and they bear the responsibility for not having much success today," he told the press in Brussels on Monday.

Serbia will not fulfil Kosovo's conditions that were not agreed in Brussels, which are additionally placed on the list of demands for the opening of the first negotiating chapters with the EU - said sources of the Serbian national leadership for Vecernje Novosti.

Minister for Communities and Return in the Kosovo government, Dalibor Jevtic, said to Novosti that the Ministry’s budget is halved, what puts the Ministry in a very uncomfortable financial situation. From that reason Jevtic initiated a revision of the budget, aimed at providing more funds for return projects.
