The appointment of a European Union special envoy for the Belgrade-Pristina dialogue is a sure thing and the decision will probably be announced after the EU’s future top diplomat Josep Borrell adresses the European Parliament on October 7, Radio Free Europe said on Thursday quoting unnamed diplomatic sources in Brussels.

Negotiations on Kosovo in the future "likely to be in troika form" in Brussels, diplomats from EU headquarters told Belgrade based daily Danas.

As they explain, this implies that "in addition to representatives of Belgrade and Pristina, the United States Special Envoy for the Western Balkans, Matthew Palmer, the EU Special Envoy for those negotiations, and one of the OSCE-like representatives would be found at the negotiating table."

This paper reminds that Kosovo will face general election in a month, in the same time, Serbian President Aleksandar Vucic announced government reconstruction, while media speculate on a possible new election.

Outgoing EU High Representative Federica Mogherini urged the EU to maintain a strong presence in the Western Balkans achieving a clear interest of the region's EU accession, Tanjug news agency reports.

In her address at the annual conference of EU Ambassadors in Brussels, she assessed that the accession of the Western Balkans in the EU is an issue of a reintegration of the whole European continent and that it is necessary for the Balkans, as well as the EU.

Correspondent of the Belgrade based news agency Beta from Brussels, Dragan Blagojevic told N1 that the international dimension of the Kosovo problem is reflected in the internal plan - elections.

"Obviously, this is double-tied, as merged vessels. I see the postponement of the decision on elections in function, among other things, not only of internal politics, but it is obvious that Kosovo had a specific weight," Blagojevic says.

The Angela Merkel's foreign policy legacy is also in the play in the Kosovo-Serbia conflict and the stability of Europe and the future of the Western ally, believes Bodo Weber.

A senior associate of the Democratization Policy Council, a transatlantic research center based in Berlin, reminds Deutsche Welle (DW) that the negotiations between Kosovo and Serbia on a comprehensive agreement, launched in 2012 at the initiative of Chancellor Merkel herself, has seen a major US diplomatic offensive since the beginning of the year.

Prime Minister Ana Brnabic will visit Brussels on Wednesday, the Serbian Government has announced. In Brussels, Brnabic will address an official reception marking the Statehood Day of the Republic of Serbia.

The holiday was celebrated on February 15.

According to the government, during the visit, the prime minister will meet with First Vice President of the European Commission Frans Timmermans and European Commissioner for Justice, Consumer Affairs and Gender Equality Vera Jourova.

All twenty-eight EU member-states conveyed a message to Pristina authorities there would be no continuation of the Brussels dialogue until Pristina revokes its decision on 100 percent tariffs on goods from Serbia and Bosnia and Herzegovina, Danas daily reports referring to diplomatic sources.

The sources also confirmed to Danas, this was made clear to the representatives of recently appointed Pristina’s team for Brussels dialogue, two days ago during their visit to Brussels.

Serbian Government Office for Kosovo and Metohija Deputy Director Dusan Kozarev met with the Head of OSCE Mission in Kosovo, Ambassador Jan Braathu yesterday, and informed him about everyday problems Serbs in Kosovo are facing, in particular about the difficulties caused by the trade blockade on goods from central Serbia, Danas daily reports.

Radio Television of Serbia (RTS) reports, quoting Serbian state news agency Tanjug, that the European Union, as mediator in the dialogue between Belgrade and Pristina, at this moment, has no answer to the question when the process of comprehensive normalization of relations could continue.

In addition to tariffs on goods from central Serbia, the big problem is the lack of a common position among all political actors in Pristina.
