Veseli seeks way out of parliament blockade from civil society and media

Assembly Speaker, Kadri Veseli, displaced the debate only few metres away from the Assembly building, in one of the hotels of Prishtinë/Pristina. He sought assistance from civil society and media about the ways out of the blockade that the opposition parties are doing to the Assembly for the third time in a row.

Many analysts and media representatives analysed the situation about what happened so far, but very few panellists gave their ideas about the ways how this situation can be overcome.

President’s intervention, elections and a possible technical government were mentioned.

On many occasions Kadri Veseli was put on a pedestal for his behaviour in these tense sessions, while he was less criticized for being powerless toward the opposition.

The OSCE representative in this meeting, Peter Welling, also said the solution should be political from the ways and means that politicians have at their disposal. He said that the work regulation is the platform upon which the agreements and understandings might and should be found.

Opposition parties not to allow holding of Thursday’s session

Kosovo Assembly Speaker Kadri Veseli read nine draft-laws that are expected to be reviewed on the next session that the Assembly of Kosovo has decided to hold this Thursday. But, the opposition parties have said that they will not back down and will not allow holding of the sessions until the Prime Minister Isa Mustafa withdraws from the Agreement of Association of Serb Majority Municipalities and the one on demarcation with Montenegro.

Kosovo Assembly MPs will return to the Assembly on 8 October to try to continue with the session of 17 September. But there are very little chances that will happen.

Out of the Assembly Presidency meeting room, the opposition parties – Vetëvendosje, AAK and Nisma për Kosovën addressed the journalists to reiterate that there will be no works at the Assembly.

Speaker Veseli did not want to talk about the announcements for another blockade of the Assembly session. However, his party colleague, the PDK caucus leader Adem Grabovci said that this situation cannot go on forever. He said that everyone has legal obligations to find a way out of this situation.

OSCE campaign seeks to improve access to justice in Kosovo

The OSCE Mission in Kosovo launched a campaign to inform the public about their rights before the courts and available resources to exercise them.

The aim of the three-month campaign, which includes TV and radio spots, posters and leaflets is to raise awareness among the population about core rights such as the right to a lawyer, free legal aid, victim’s advocate, use of languages and access to information.

Thaçi: No expansion of government cabinet or new elections

In an interview with TV21 the Deputy Prime Minister of Kosovo, Hashim Thaçi, spoke about the recent political developments.

He qualified the parliamentary blockade unreasonable, adding that the Assembly is not the place where the muscles must be shown.

Among others, Thaçi also said that there will not be any expansion of the government cabinet or new elections.

Kuçi and Conde discuss Kosovo’s justice

Kosovo Minister of Justice, Hajredin Kuçi, met on Monday with the Rapporteur on Kosovo for the Parliamentary Assembly of the Council of Europe, Agustin Conde, who is staying in Kosovo on a fact-finding mission for the forthcoming Council Europe Report on Kosovo.

Kuçi informed Conde on the on-going reforms in Kosovo justice system, legislation drafted in line with European standards, and continued efforts to strengthen the rule of law.

On Monday, media also reported that Progress Report on Kosovo scheduled to be published on 14 October by the European Commission has been postponed to 21 October due to talks between Kosovo and Serbia that are expected to be held next week in Brussels.

During Monday Conde also met with Minister for Communities and Returns Dаlibor Jevtic and Minister of Local Government Administration Ljubomir Mаric, RTK2 reported.

In this meeting Jevtic spoke in general about the return process and all the problems that the Ministry run by him faces in this process. Jevtic said that there are many problems, but it is not only being talked about them. He said that there are serious efforts being made to speed up this process and resolve the return issue in shorter and more qualitative manner.

Minister Maric on the other hand briefed Conde with the establishment process of the Association of Serb Majority Municipalities, underlining that this Association will be a guarantee for better life.
