Prime Minister of Kosovo, Isa Mustafa, in his address to the members of the Kosovo Assembly said that the proposal for constitutional amendment comes as a result of exchange of correspondence between Kosovo and European Union. He said that the establishment of the specialized chambers will be of assistance to justice and will not put into question the righteousness of the Kosovo Liberation Army war. He said that the Constitutional Court has unanimously ruled that the amendment in question does not undermine human rights in Kosovo and called on MPs to endorse the motion.

According to the news site, the Democratic Party of Kosovo (PDK) has problems securing the necessary votes for the special court and this is reportedly the reason why the session of the Kosovo Assembly, scheduled for 10:00, has not started yet. A source within the PDK told the news site that there were clashes at the meeting of the party’s parliamentary group today. “Some MPs are still rejecting a vote in favor of the special court. The situation is tense.

Kadri Veseli, Speaker of the Assembly of Kosovo said at the third conference of Ambassadors that is being held in Pristina that courtesy diplomacy is not sufficient for Kosovo. “We need concrete actions of measurable effect. We need concrete agreements with the countries that we have bilateral relations, especially in the field of economic cooperation. It should be clear to us that no one will come pleading for this,” said Veseli.

The representatives of opposition parties have walked out of the meeting of the Kosovo Assembly Presidency when Assembly Speaker Kadri Veseli opened the topic of the special court. Vetevendosje’s Glauk Konjufca, who is a member of the Assembly Presidency, told reporters that they walked out of the meeting because of discussions on the constitutional amendments that make way to the establishment of the special court. Konjufca said that Speaker Veseli asked the presidency that the special court should be discussed at a plenary session on Friday.

Kosovo Assembly Speaker Kadri Veseli told reporters in Pristina today that the Assembly will discuss the constitutional amendments related to the special court on Friday. The Assembly will hold plenary sessions on Thursday and Friday. The special court, which is expected to address war crimes allegations in Kosovo, will be the only topic of Friday’s session. Kosovapress quotes Veseli as saying, “No one is going to threaten Kosovo’s sovereignty. It is important that we maintain our partnership with the international community”.

Kosovo Assembly presidency is to meet tomorrow but Koha claims that the working agenda does not include review of constitutional amendments paving way for establishment of specialized chambers. However, it is possible the issue be included in the agenda on a request of a parliamentary group.

Kosovo's Prime Minister, Isa Mustafa, said today that the Kosovo government will send the draft law on the special court to the Assembly today. Mustafa said he hopes the Assembly will discuss the bill on June 26. On the detention of Alliance for the Future of Kosovo (AAK) leader Ramush Haradinaj, Mustafa said his government is in constant touch with the Slovenian authorities and that he expects Haradinaj to return to Kosovo soon. Mustafa also ruled out Haradinaj's eventual extradition to Belgrade.

The President of the Kosovo Assembly, Kadri Veseli, told reporters in Pristina today that the members of parliament will very soon have in their hands the draft law on the specialized chambers of the special court. Veseli said after the meeting of the Assembly Presidency that it was of utmost importance for Kosovo to maintain its partnership with the international community. “We don’t have the draft law yet. We have talked with the Prime Minister, and we will very soon have in Parliament the draft law on the specialized chambers of the special court.

The constitutional amendments that pave the way to the establishment of the special court will not be sent to the Kosovo Assembly this week. The Assembly Presidency met today in Pristina to determine the agenda of the parliamentary session on Thursday and the constitutional amendments on the special court were reportedly not included. On Thursday, the MPs are expected to debate with Principal Deputy Prime Minister and Foreign Minister Hashim Thaci, on the border demarcation with Montenegro.
