Kosovo’s Minister for Dialogue, Edita Tahiri, told the news website that the new round of talks between Pristina and Belgrade will be held on November 16-17. “Discussions will focus on the freedom of movement, namely we will report on the implementation of the agreement on the reciprocity of license plates,” Tahiri said. “At the meeting, we will also discuss on other elements of the agreement, namely removing the ‘Proba’ license plates and to see how far the agreement has been implemented”.

The OSCE Mission in Kosovo today organized a conference with the theme: "Strengthening the performance of independent institutions", where it was said that the functioning of independent institutions contributes to good governance. The head of the OSCE Mission in Kosovo, Jan Braathu, said the OSCE since 1999 has helped strengthen the institutions in terms of budgeting, supervision and finally parliamentary accountability.

Kosovo President, Hashim Thaci, said in an interview for Austrian daily newspaper Die Presse that dialogue between Pristina and Belgrade seems worse than it actually is and added he was confident that both parties will soon reach a point of having normal negotiations. “Certainly, the European Union as a mediator in the process must see if the agreements that have been reached are being implemented.

Kosovo’s Prime Minister, Isa Mustafa, is saying that Kosovo’s budget for 2017 will be €2 billion; however, the issue of the budget could be the reason behind the eventual breakup of the ruling coalition. The Democratic Party of Kosovo (PDK), led by Kadri Veseli, is not satisfied with the budget lines drafted by the Ministry of Finance led by Avdullah Hoti, a member of the LDK chairmanship.

Kosovo’s Minister without portfolio, Edita Tahiri, reacted today to statements made by Eduard Kukan, Member of the European Parliament, who said that Trepca is an important issue and must be solved through the Pristina-Belgrade dialogue. Tahiri told the news site that Trepca issue will not be discussed in Brussels. “Mr. Kukan’s statement does not correspond to reality. Despite that he comes from a country that has not recognized Kosovo, he should have known this because also Slovakia is a new state,” Tahiri said.

Kosovo security bodies do not possess any list of the suspected individuals for crimes committed in Kosovo during the war period, 1998-1999.

Indeksonline reports that such list of soldiers or armed individuals identified that they participated in commitment of serious crimes such as massacres, slaughter of civilian population, rape of women, are only possessed by the European Mission of the Rule of Law, EULEX which has their prosecution for “target.”

Mimoza Kusari-Lila, mayor of the Gjakova municipality, in an interview for the news website, denied rumours that the new political party, which is expected to be formed this month, will serve as a satellite for the bigger political parties in Kosovo. Kusari-Lila said the new party will be a model for the bigger parties. “Personally I could have joined any of the current parties but I have seen that a new alternative is needed to advance democracy and well-being in Kosovo. By no means will we serve as a satellite for someone else,” she said.

Democratic League of Kosovo (LDK) MP Shpejtim Bulliqi welcomed today the idea of a joint declaration by the Kosovo Assembly to Brussels on visa liberalisation for Kosovo. Bulliqi, who is the biggest opponent from the ruling coalition to the current border delineation agreement with Montenegro, said the initiative would unblock the process and create room for renegotiations on the border demarcation agreement.

Ever since the endorsement of the Law on Trepca, the Serbian List has boycotted works of the government of Kosovo. Today, Deputy Minister from the Serbian List, Branimir Stojanović, was seen at the Kosovo government building, however this does not have to do with their return at the works of the government.

Deputy-Minister for Local Government, Bajram Gecaj told Indeksoline that the government does not have any official indication for some kind of “freezing” of the functions by the Serbian List.

The leader of the Serbian List, Slavko Simic, told media today in Pristina that the adoption of the Trepca Law by Kosovo Assembly has violated the rights of Serbs living in Kosovo. According to him, Kosovo President Hashim Thaci cannot sign this law as long as the Constitutional Court does not issue a decision on the matter. The issue of Trepca, Simic said, requires a broad consensus. Simic, accompanied by other members of the Serbian List, today addressed the Constitutional Court of Kosovo regarding the Trepca Law.
