The implementation of the agreements reached on the Community/Association of Serb municipalities, the judiciary, telecommunications, freedom of movement and integrated management of administrative crossings, are the topics of this week's talks between Belgrade and Pristina.

Belgrade's delegation will be led by the Director of the Office for Kosovo and Metohija Marko Đurić in the continuation of the negotiation process in Brussels, tomorrow and on Thursday, 16 and 17 November.

Edita Tahiri, Kosovo’s Minister without portfolio engaged in the dialogue between Pristina and Belgrade in Brussels, told Radio Free Europe today that due to the administrative delays, Kosovo authorities did not manage to start with the implementation of the agreement for full reciprocity on the license plates between Kosovo and Serbia and remove the so-called “proba” license plates which were implemented unilaterally by the Serbian party since 2011. According to her, today is the due date for implementation of the agreement. “It did not start yet.

The two Serbian ministers in the Kosovo government, Dalibor Jevtić and Ljubomir Marić assess that the agreement on the implementation of the agreement on telecommunications is very important and useful for the citizens.

"What is essential is that the principled position of the Government of the Republic of Serbia on the property has succeeded and we have an agreement which is very beneficial for the people in Kosovo and Metohija, which will have quality service when it comes to telecommunications," said Marić.

EU Commissioner Johannes Hahn has welcomed the agreement on elecommunications reached in the Kosovo talks in Brussels.

Hahn, who is is charge of EU's Neighborhood Policy and Enlargement Negotiations, referred to "dialogue (between) Kosovo and Serbia" in two messages posted on Twitter, that combined read as follows:

Kosovo’s Minister for Dialogue, Edita Tahiri, told the news website that the new round of talks between Pristina and Belgrade will be held on November 16-17. “Discussions will focus on the freedom of movement, namely we will report on the implementation of the agreement on the reciprocity of license plates,” Tahiri said. “At the meeting, we will also discuss on other elements of the agreement, namely removing the ‘Proba’ license plates and to see how far the agreement has been implemented”.

Kosovo’s Prime Minister Isa Mustafa, said in a conference organised by the Kosovo Foundation for Open Society and the Group of Legal and Political Studies on the EU integration process that the people of Kosovo view themselves as part of Europe although they are the only ones in the Balkans that cannot travel freely to Europe. He said that dialogue with Serbia on normalization of relations has no alternative and that it also contributes to peace in Europe.

A new round of the Brussels negotiations between Belgrade and Pristina will be held on 16 and 17 November, Danas unofficially learns from diplomatic sources.

The interlocutors of the daily Danas say that the main topics of discussion will be freedom of movement and the implementation of previously reached agreement on "permanent facilities, in connection to the integrated management of crossings."

Kosovo’s Minister for Dialogue, Edita Tahiri, said today that Kosovo is a promoter of peace and good neighborly relations in the region. “We are proving this through the dialogue for good neighborly relations with Serbia which goes to the benefit of peace and stability in the region and Kosovo’s approximation with Euro-Atlantic structures,” Tahiri said after meeting the new head of the Belgium office in Pristina, Jean-Louis Servais.

Director of the Office for Kosovo and Metohija Marko Đurić met with Peter Due Director for Asia, Middle East, Europe and Latin America in the Department of Peacekeeping Operations of the United Nations, and informed him about the dialogue and the latest moves of Pristina.

Đurić said that Belgrade wants stability in the Serb-Albanian relations, because, as he said, it is the only guarantee of long-term survival of the Serbian people in the province.

Kosovo Deputy Prime Minister Branimir Stojanović told Tanjug that it is quite clear that there is no political will of Pristina to implement within a reasonable time fully what has been agreed, and that there are no decisions, especially when it comes to the formation of the Association/Community of Serb municipalities (ZSO).
