Political analyst from Pristina Behlul Beqaj estimates the inclusion of Presidents Hashim Thaci and Tomislav Nikolić in Brussels dialogue as the failure of the process.

- Continuation of the talks in this format will lead to degradation of Kosovo, while Serbia will be the winner in international relations - Beqaj told Beta agency, adding that the resumption of dialogue can lead to the unilateral formation of the Association/Community of Serb municipalities (ZSO).

Deputy Minister for Local Government Bajram Gecaj told RTK2 that Mirjana Jevtić continues to be the Head of the Ministry of Local Self-Government of Kosovo.

"There is a decision of the Prime Minister, Isa Mustafa, on the appointment of Minister Jevtić, but not the decision on dismissal," said the deputy minister.

He also says that as long as the boycott of Serb representatives lasts, the Community/Associations of Serb municipalities cannot be discussed.

Ranilug Mayor Gradimir Mikić says that the municipality will comply with the agreement with the Office for Kosovo and Metohija about the start of formation of the Community/Association of Serb municipalities (ZSO) by the political leaders of Serbs from Kosovo on 15 February by their own initiative, if it occurs.

Director of the Office for Kosovo and Metohija Marko Đurić says that Serbs in Kosovo were and remained united and that those who were trying to undermine the unity will face the consequences. He says for the weekly Jedinstvo that he hopes that this is a lesson for all who might think that it is possible to be a Serb representative in Kosovo without consultation with Government of Serbia, and against the will of Kosovo Serbs.

Deputy Prime Minister Branimir Stojanović said that representatives of Serbs will not return to the Kosovo institutions while coalition agreement is not respected and until Pristina does not show a clear desire for the formation of the Association/Community of Serb Municipalities (ZSO).

Analyst Petar Miletić assesses that if the Community/Association of Serbian Municipalities has no jurisdiction in the area of security, education and health it is irrelevant whether or not it will have jurisdiction in the field of spatial planning.

Miletić says that if the ZSO is conceived as a kind of autonomy of Serbs within Kosovo, and as a mechanism of protection against majorization, then certainly should have and the authority to deal with internal urban planning and construction.

On behalf of the EU Council, the Slovak EU Presidency has urged the Kosovo authorities to implement the agreement on the Community of Serb Municipalities.

Pristina was also urged and cooperate with a court set up to try war crimes by the former KLA ("Kosovo Liberation Army").

President of the Serbian List Slavko Simić says that conditions are not yet matured enough for the return of the MPs and ministers to the Kosovo institutions, although there is a will and that they are waiting the creation of normal conditions to do so.

Simić said this for Radio Free Europe (RFE), adding that the Kosovo Assembly and the government have no sufficient legitimacy, if representatives of the Serbian community do not participate.

Establishment of the Community of Serb Municipalities (ZSO) is a key issue raised by Belgrade's delegation with EU representatives in Brussels.

Marko Djuric, head of the Serbian Government Office for Kosovo and Metohija, said this on Tuesday.

Although it has committed itself to this at the top political level, Pristina is still unwilling to discuss the topic, he said, according to Tanjug.

Political analyst Dušan Janjić says that Community/Association of Serb municipalities could start to operate from April or May next year.

According to the agreement in Brussels, by the end of this month should be harmonized Statute of the ZSO, and in December the Kosovo government should bring the appropriate decree, said Janjić to Radio Kontakt Plus.

"At this moment we have no information whether the statute is harmonized, this information is missing," said Janjić.
