“Community/ Association of Serbian municipalities will be the foundation of survival of Serbs in Kosovo and Metohija, because for the first time all areas with Serbian majority will be united and will act uniquely. There will be no division on areas south and north of the Ibar/Iber River.” This is how Goran Rakic, Mayor of Mitrovica North explains his view of the agreement on the Community/ Association of Serbian municipalities (ZSO), reached in Brussels.

Ljubomir Maric, Minister of Local Government Administration in Kosovo, announces that preparations for the statute of the Community / Association of Serbian municipalities commenced. The statute will be drafted in cooperation with lawyers and a team of international experts and first version will be ready soon.

Representatives of the opposition Democratic Party today in the Assembly have asked the Government of Serbia and Prime Minister Aleksandar Vucic to explain what the executive powers were agreed for the Community/Association of Serbian municipalities.

Borislav Stefanovic, from the Democratic party, has asked what are the executive powers of the ZSO, will the ZSO, for example, be able to appoint directors of hospitals and schools, and by whose laws will be determined school programs.

Director of the Centre for Foreign Policy Aleksandra Joksimovic assessed, on the occasion of reaching an agreement in the negotiations between Belgrade and Pristina in Brussels, that this was the last moment for all to achieve a "win-win" situation. She also said that the agreements opened the door to Belgrade for negotiations with the EU.

Political analyst Djordje Vukadinovic said today, commenting on the signing of four agreements between Kosovo and Serbia in Brussels, that there was no reason for great celebration.

Speaking on the N1, Vukadinovic said he did not know whether the signing of these agreements was a success because the statements of the two parties differ.

Austrian Minister of Foreign Affairs Sebastian Kurz stated that the Belgrade-Pristina agreement eliminated all obstacles and that there was nothing left in the way of opening of the first chapters in the EU accession talks for Serbia.

In an interview for Tanjug, Kurz said that the agreements bear key importance.

These were necessary for EU accession and they bring stability to the entire region of the Western Balkans, Kurz said.

United States have congratulated the leaders of Kosovo and Serbia for reaching agreements in Brussels on Tuesday. According to a statement of the US State Department, the agreements on energy, telecommunications, Association/Community of Serb majority municipalities, as well as on the freedom of movement will improve the lives of people in both countries.

Prime Minister of Kosovo, Isa Mustafa, said he would inform the MPs about four agreements signed yesterday in Brussels with Belgrade in the first Kosovo Assembly autumn session. “These are landmark agreements on the path to strengthening our country and partnership with the EU and the US,” wrote Mustafa on his Facebook page.

A long time reporter from Kosovo Milivoje Mihajlovic said that not many things changed since June, when it comes to the Brussels talks. The only thing which changed is orientation of the EU to push for solving the topic. According to him, this is not an agreement about the Community/Association of the Serb municipalities (ZSO) but an agreement that Pristina stop denying it, since the agreement on ZSO was reached in 2013.
